“There is no strategic communication in Lithuania. Every ministry and institution communicates for itself — however it sees fit.” This simple but painfully accurate insight resonates even with those who rarely follow security issues. Messages from the prime minister, president, and speaker of parliament often contradict each other, and people notice not just the words, but the body language, hesitation, and lack of preparation. “How does that affect people? They feel lost — and a confused person is incapable of acting,” says Navys.
This, he argues, is where the real crisis begins: when leaders speak not with a single voice, but each on their own.
